Introduction and Purpose
Four Rivers Early Learning and Parenting Hub (4RELH) is soliciting proposals from qualified consultants or consultant teams to conduct an asset mapping project across our five-county region (Gilliam, Hood River, Sherman, Wasco, and Wheeler). This project focuses on licensed and registered childcare and preschool providers caring for children ages 0–5, with the goal of supporting an equity-centered Infant and Early Childhood Mental Health Consultation (IECMHC) system under Oregon’s Early Childhood Suspension and Expulsion Prevention Program (ECSEPP), also known as Every Child Belongs (ECB).

About the Role
Partner with childcare providers, teachers and parents to foster social-emotional development in young children. Deliver expert advice in trauma-informed care, equity, and anti-bias practices while reducing suspension and expulsion rates. Conduct impactful training sessions, develop intervention strategies, and connect families to needed resources. Driving between diverse childcare facilities is required. Salary is $70K+ DOE.
Qualifications
Fluent in English and Spanish.
Master’s in Mental Health (1-2 years experience, Preferred
Or
2+ years relevant field experience and Infant and Early Childhood Mental Health Certification
Knowledge of trauma, attachment, and emotional wellness.
